Ok, first off let me say that this is not the proper way to make a report pk. This has been hinted at by others who have posted similar responses in this thread, but still you need to actually look at what you typed down and think "how can I prove my point?" before you hit the enter button.
Secondly, you need to actually need to look into what the person was doing, because destroying buildings constantly and never stopping is excessive trolling. Overspamming is a completely different thing that's related to mic usage.
Finally, to hit on what I said before "how can I prove my point?", you need to include detailed evidence to strengthen your point on the matter. This can range from pictures, videos, screencaps to copy-pasted chat logs. As long as you have some sort of evidence that this person did what they did, you will be a lot better off than just saying "he did it and I want something done about it".
